Permanent Skills edit appears not to save changes

User Symptom:

Changes to an agent's Permanent Skills (performed via the Agents page by clicking the 3-dot action menu and choosing edit) may appear not to be saving when user clicks "Publish".

Technical Details:

Upon further analysis, users discovered the problem occurs if the user operates very quickly, add/removing skills and attempting to click publish, before the page data has finished loading. The page is still loading data as long as the little spinner animation is still visible on screen.

Recommended Workaround:

To avoid this problem, users should wait until the page is finished loading before clicking "Publish".  Additionally, it may also be necessary to wait before adding/removing skills from the agent's permanent list, but this has not been confirmed.

Resolution:

To resolve completely, an update to the application would be needed to disable the "Publish" button until the page is done loaded.
